Foreign Office, September 23, 1908.

I AM directed by Secretary Sir E. Lord Morley assents to the course proposed in your letter, and Sir E. Grey also concurs in the Earl of Crewe's suggestion that the Governments of Canada and Australia should be asked whether they desire to send Representatives to the Commission.

I am to suggest that this inquiry may be made by telegraph.
